Restricted Forum Area?

Is it intended that the "Non Faction Based" board under "Tips & Tactics" is only visible while you're logged in? Or am I the only one who didn't see the "Non Faction Based" board until registering with the forum?

I'm just wondering because the posts in that board contain most of the info you're REALLY looking for once you started your Enigma career (and which I didn't find when I did so...).
