Why Do We Need A Periscope And A Firing Periscope?

Same question regarding regular versus targeting binoculars? eh:

Elevation .

Planes .

Also , when using the targetting scope, ( altho one can fire with it ) , one can see the information below , which is hidden by the targetting scope.

For example , the small tactical. and all that , without changing the view .

The targetting gives a little more accuracy , and is always level on the horizon .

However , maybe they could have been combined . ?
