To Ref's and Sysops

As Fun Event Manager I see a potential problems I would like SysOps and Refs to address and offer solutions ..
Given I don't know all the 'rules' and/or procedures, this problem I have may already be addressed. However, there does not seem to be anything that *I* can do about said problem accept what action I have taken on my own.
The problem is thus:
1) Players disrupting an event by making coms announcements as if they were the authority at hand .. ie Event Manager.
2) Players disrupting the room and the event by use of toall.txt where they have programmed commands that appear to be authority.
In case 1 we have non event manager barking orders for players to switch to one side or another, warning other players of infractions, etc and so forth. It is my feeling that ONLY the Event Managers should make any such coms transmissions. What I have done in all cases is respond with " XXXX, leave the event management to me please :)" or "xxxx, I will take care of that, thank you :)". In the worst cases my responce: "xxxxx, you have been WARNED."
Case #2 is the worst offensive IMHO. This is serious room disruption when a player boardcaset messages such as the following:
CO READY?
START YOUR ENGINES
SCRAMBLE SCRAMBLE SCRAMBLE
STOP SHOOTING - ROUND OVER!
The above is a real no, no anyone that knows how to recored and broadcast same knows better. This is not a case of a new player .. these are experienced players that know better.
I really do NOT want this topic to address any specific player by name. Already the worst offenders have been spoken to by their squad leaders. In the case of new pilots or pilots that are not on a squad, some how I need to be able to address them with a warning on file that 'sticks'. Warnings is all that I really need at this time. A Warning .. that broadcast to all pilots with the offending pilots name attached makes it clear this is NOT just some private room for horsing around. This is an OFFICAL USSAC event and room disruption won't be tolerated. I would suggest that after so many warnings, the name of the pilot would be turned over to sysops for further actions (if any).
These events, especially LTS move so quickly that it is hard for an Event Manager to put all on hold to ascertain if there is a sysops or Ref present that has also seen the infraction, then try and contact them privately to take some action.
A workable solution would be for attending Event Managers , sysops and refs to be present on USAAC Team Speak for that one hour where the Event Manger could immediately, by voice, request authoritative assistance.
Squad Leaders: You could also help with said problem if you would use your squad forms/email systems to inform all pilots that such action/abuse/disruptions could lead to some type of discipline that could affect them system wide.
Your assistance with this complaint/concern is required and appreciated.

I wasn't at the Last Man Standing Event when this took place, but I heard about it the morning after. It was uncall for from what I heard.

Add this to the rules:
Any player purposely disrupting the game in any way will be warned once. If the disruption continues, that player will be kicked from the game.
Of course, you have to get people to actually read the rules....

I could do just that .. add it to the rules...... But, does that mean we have to add such a statement to every Fun Event, to every League Event? Would it not be better to simply have a "Room disruption" rule that applies to all games, all arena's , etc. I'm sure there is a 'rule' that says you can't disrupt everyone else's good time already stuck in some corner of the rule book. I am simply looking a little deeper at the overall program than just LTS. I see the same vulnerability for every game we have, for all arena's. I thought maybe the brain power available might suggest some steps, etc that might be applied to all that we do.
IF .. you and I and popgun were all on the same Team Speak, I could have simply pointed out to you that we have a problem, give them a warning. However, you missed it .. and pop and I don't have the ability to issue such a warning. Maybe .. Pop and I should be trained to be Ref's for USSAC events were we have access to 'tools" ??

I really doubt that the guys that put up those game commands intended to disrupt the game. It is a fun event, and they were having fun. Still, if we have some new players in the room it could be confusing to them. The first sentence of the CoC does address this. Next LTS I'll just sit and try to keep an eye on things, and get on TS with you Tbar.
I'm not sure yet what the "ref tools" consist of. I need to find out. I would like to have at least 2 refs in every squad, and during a league reffing duties would be assigned to a squad, not an individual. The refs in each squad could then decide themselves who refs each game. Tbar, should I add you and Popgun to the ref list?

The only exception to this would be a player who completely loses self control and uses a lot of foul language, and it is a veteran player who should know better. One of my chief concerns is getting too "heavy handed" with the tools and causing a player to quit the game. We need to retain the players we have, and encourage new players to join and stay too. My long term goal is to have enough American players and American squads to start having league events on weeknights, just like we used to have on The Zone. Is that possible? I hope so.

Putting me and Pop on the "ref's list" is probably a good idea. However, in my case that would not mean I could REF MATCHES, as I really don't have that time. To go through the same training would be a good idea so I can contribute more to USAAC knowledge base.
There may be other options as well ..
1) We have Ref's in Training. See if these ref's can attend LTS as they probably do have the tools. Then an Event Manger can sit by and advise and so forth. What I see here is the REF can be trained for this event, learn how to run it, and the Event Manager can concentrate on managing things and keep the event running on schedule etc. I feel like it really takes two people working side by side (communication wise). Other events may not lend to this approach or may even need additional support, but for LTS one person could do it all if not for the fast pace and the number of pilots. If all are behaving and cooperating, one person can do a good job. .. I've done so already.
Solution in this case is probably Tbar/Pop and Temper on the same TS channel without the disruption of normal pilot chatter and banter. This way we can clearly hear each other when necessary. If Pop and I have Ref's tools .. then the two of us can do it. If a REF is assigned to the Event .. then Pop or I can work with the one REF.
When I say 'REF" I simply mean anyone that can use 'tools' and help in that area. I'm ignorant of what a REF really can do and can't do. I sounds like Temper does not really know what tools are available to Refs .. so it might really take a Sysops present. Hence .. this discussion on best solutions, options, etc..
Ok, I found out for sure: there are no "ref tools". Sysops will have to do the warnings etc.

I agree with Tbar 2 people to run the event with at least warning abilities would be great
Crowd control is hard enough without disruptions from players.
In KIDS defence I am on ts with USHA during events,
KID is very helpful in crowd control.
But he's not allways available as other sysops are not allways in the events.
I understand that the power to boot players is not just given out.
All we are seeking is better control for more fun for all.

I see no reason that can't be added to the tools, and I'm going to suggest it to Del right now.
edit: I'm not sure this can be added to the kick message, but it can be added to warnings we can send. I have posted on the TAA sysops board, so we will see if everyone thinks it's a good idea or not.
