I resize my 1600x1200 screen shots to 800x600, using MS Photo Editor (comes with MS Office) to get it down to 50% of the original size and below 50K.
You can do the same thing with MS Paint, under Accessories. Simply select IMAGE from the menu and then select STRETCH/SKEW. Set horizontal and vertical stretch to 50%, save and confirm that your pic is below 50K.

Windows Paint can be default install not save as JPG, however you can install the trial version of ACDSEE and it will install the JPG + a few other plugins. then remove ACDSEE again, (or use it till it expires or buy it).
then MSPaint can save as JPG PNG etc, Dont remember if PNG is in the default install of windows. But PNG is as good as JPG, and has better compression without graphic loss.

Windows Paint can be default install not save as JPG
If you open an existing picture with MS Paint and do a SAVE ro SAVE AS, it will default to the existing pic's file type.

You can only save from Paint as gif or jpeg if you have MS Office installed. See if you have a prog called "Imaging", which usually lives in Start->Programs->Accessories.
