Rich, you can use it, but not upload it.

Upload = upload it to tides of war.

Use it = load it on a remote server (like you have now)

if you agree to allow anyone to use it then let me know and i will put it up here as an public avatar

Under avatar settings, at avatar gallery

Now using the waving Imperial German Flag from the avater gallery settings.
