Custom Mission Definitions

I created a fairly decent sized mission with sea & air units from two sides spread out more than 4k.
I know the COMBAT LINE paramter is a circle of 3k radius where an enemy can detect YOU if they get within that range.
I had aircraft from both sides, but they were on timers not to arrive for 300 seconds or more.. but during the opening minutes, it seems like every enemy unit was identified immediately on the big tactical display..
Now in some missions I have seen, there are units far away that show up as BLUE dots until they are identified..
But in my mission, the distant enemy targets were all RED immediately even out to 6k maybe?
My units were all green dots, but still I seem to remember the TACTICAL PATROLS have blue for friendly early in the mission also..
So the question is, when designing a mission that you want some mystery in it until things get moving.. how do you keep them unidentified? I'll bet I just dont know the minimum distance needed?
